Step 1

Choose the high-leverage skill

Select the enrolled grade, then choose the standard that best matches the documented area of need. Grades K–3 include a separate phonics, decoding, and encoding group.

Step 2

Build a measurable goal-period goal

Define the task and success criterion. Teaching scaffolds belong in the Support Plan; add a support to the goal only if it will be available during progress checks.

About support types
Instructional scaffoldTemporary teaching support; reduce as independence grows.
Thinking/response toolOrganizes thinking; reduce prompts or completed parts first.
Access supportMay continue when documented; required accommodations are not reduced here.
Task-management supportBuilds planning and navigation; reduce adult reminders.
Select one or two scaffolds to build the support plan.
Step 4

Plan progress monitoring

Use the same task type, directions, scoring rule, and difficulty across data points so changes are meaningful.

Teacher resources

Use when you need more detail

Original, curriculum-neutral texts: Use these for instruction, practice, or informal checks. For repeated progress monitoring, use a fresh passage with comparable type, length, complexity, and task demands.
Planning focus: Use classroom evidence to identify the language needed for the ELA task, choose supports, and track growing independence.

Choose a grade, then open a skill and standard for language demands, vocabulary, response frames, support options, a companion language objective, and monitoring guidance. These are the same planning guides used in the goal builder.

Choose a blank template to print or edit in Google Docs. For Google Docs, paste the copied template into the new document.

Related high-leverage skill pathways: Start with the enrolled-grade expectation. Look left for related prerequisite skills to assess and teach; look right to see how rigor grows. These conceptual pathways are a planning aid, are not exhaustive, and do not replace the complete Virginia Standards of Learning.
